Still on NHIS Matter:

Question 1. : Did the suspended ES buy an SUV of N58 million if true, it will be above the N50million approval limit of NHIS Tenders Board

Answer: An official vehicle was purchased for the ES two months ago at the cost of N49.1million which is well within the limit of NHIS Tenders Board. Interestingly, the ES has never used it since its delivery 2 months ago, it is parked in the NHIS parking lot

Question 2. : Why was this official vehicle in question bought

Answer: When Prof. Yusuf assumed office on 1st August 2016, he did not have an official vehicle for him.
Why: On 16th November 2015, the Minister of Health requested from the NHIS 2 vehicles for his and Perm. Sec Health's use on loan until the Ministry finished its procurement process. Twenty months later, these vehicles are still with them and are fueled, serviced and insured by NHIS enrollees' money.

Auditor Gen's Auditor's 2015 periodic check on the NHIS recommended immediate retrieval of these vehicles from the ministry of health as it is a violation of Civil Service Regulation on the relationship between a Ministry and its Parastatal:

Ministerial pressure on the NHIS:
1. In a letter dated 28th March, 2017, the Mininter of Health gave approval for the Perm Sec to ask the ES NHIS to pay into the account of the Ministry of Health the sum of 197,072,500.65 for contracts done by the Ministry of Health in 2016 on 7 Federal Medical Centers. Investigation revealed that these contracts were neither iniated by these hospitals nor executed by the contracts. They were just used as a conduit to siphon tax payers money by the Ministry.

2. Again, on 12th May 2017, the Perm Sec Health asked the ES to pay $37,838 for 6 Ministry of Health officials traveling to Geneva for a conference
